Job Summary

Join the Minnesota Department of Health's Financial Management Division to manage the department's budget operations functions, including fund management; annual spending plan development and implementation; financial reporting; and leadership on budget forecasting and analysis to support sound budget management. This position serves as a department representative on fiscal matters to the Governor's Office, Minnesota Management & Budget, and on interagency committees.

Working as the Budget Operations Manager within our Budget Operations team, you will:
  • Manage the Budget Operations section so that staff are provided adequate resources, training, direction, and supervision to enable them to meet division objectives and to fulfill the MDH mission.
  • Prepare, implement, and manage the agency's annual spending plan across all divisions, so that allocations are prepared in an accurate and timely manner, consistent with the priority goals of the Executive Office, and in adherence to the intent of the legislature. Ensure a "seamless" overall agency budget environment from biennial budget development to spending plan development that is responsive to the needs of all who interact with the budget.
  • Oversee staff who conduct budget analysis and monitor activities at the fund, appropriation, and financial department level.
  • Provide direction of policies, processes, and analysis to support sound budget decision-making and budget management.
  • Perform other tasks and responsibilities as required or assigned so that projects, assignments, or other requirements are accomplished by established deadlines and within the scope of the assignment.

This position is eligible for hybrid telework. Employees living within 50 miles of the office must work in-office at least 50% of the time each month.

Qualifications

Minimum Qualifications

Four (4) years of work experience in public financial operations in the areas of: accounting, budgeting, cost allocation, expense/revenue forecasting, financial reporting, internal controls, or similar functions within an organization.

AND

Two (2) years of experience supervising staff in the areas of accounting, budgeting, cost allocation, expense/revenue forecasting, financial reporting, internal controls, or similar functions within an organization.

Qualifications to be assessed during the interview process:
  • In depth knowledge of public sector financial management processes, standards, and principles, including Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) standards, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Excellent interpersonal, verbal, and written communication skills to establish effective working relationships and with the ability to communicate necessary information to employees, managers, supervisors, customers, and peers.
  • Ability to plan strategically sufficient to visualize and articulate long-range goals and objectives to provide directions and support to project teams and facilitate planning and development process to achieve.
  • Ability to model and represent to staff the agency values regarding diversity and inclusion.
Preferred Qualifications
  • Comprehensive working knowledge of the state's financial management systems, including the SWIFT accounting system, BPAS budgeting system, AMA appropriation management system, and the Data Warehouse.
  • Knowledge of State of Minnesota financial-related laws, policies, procedures, and regulations.
  • Experience with data visualization methods and systems for presenting financial management information.
  • Experience completing financial statements and/or certifications, financial reporting, fund/account statements, and/or business/rate plans.
  • Knowledgeable of the state and federal legislative and appropriations processes.
