Overview

The Department of Environmental Conservation's (DEC) Stormwater Program seeks a highly motivated individual to join the Municipal Section. The position will be responsible for administering the Municipal Separate Storm Sewer System (MS4) permit and related Transportation TS4 permit, providing technical support to the Operational Section, and other duties as outlined below, or as otherwise assigned.

Responsibilities of the position include:

• Review of MS4 and TS4 Stormwater Management Plans
• Review MS4 and TS4 efforts to comply with Illicit Discharge Detection and Elimination (IDDE) requirements, including field assistance and investigations in support of program and municipal permitting goals
• Annual report review
• Phosphorus Control Plan review
• Communication with the regulated community, including serving as the Stormwater Program's initial contact for MS4 and TS4 inquiries and technical support
• Assist in tracking progress of nutrient and pollutant reduction goals as it relates to stormwater regulatory requirements and TMDL implementation
• Development and review of draft and final authorizations for coverage under general permits and individual permits, through to approval by the program manager or their designee
• Assist in the development and interpretation of regulations related to stormwater
• Field work related to MS4 compliance and assistance, and as necessary, in support of the Municipal Roads General Permit (MRGP) implementation
• Provide technical support to the Operational Section in the Program including development and support of application materials and '3-acre' permit tracking

Candidates should possess good written and verbal communication skills. Regulatory experience is preferred. Experience with databases, spreadsheets, and GIS are also preferred.

Please note this position is currently eligible for a limited telework schedule and/or flexible work schedule with agency approval. This approval can be modified at any time due to agency and/or business need.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND one (1) or more years of experience in a natural resources field.

OR

Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND two (2) or more years of experience in a natural resources field.

OR

Five (5) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
