The Staff Technical Program Manager leads the delivery of Identity & Access Management (IAM) initiatives, coordinating cross-functional teams to implement secure access and authentication solutions. Responsibilities include supporting Identity Governance & Administration (IGA), Privileged Access Management (PAM), and maintaining compliance with security and audit requirements. This role requires strong program management skills, technical knowledge of IAM technologies, and effective stakeholder communication in a fast-paced SaaS environment.

We're looking for a Staff Technical Program Manager (TPM) to drive the delivery of our Identity & Access Management (IAM) initiatives. In this role, you will combine program management expertise with working knowledge of IAM technologies, helping teams execute complex cross-functional efforts, strengthen our security posture, and deliver measurable outcomes. You'll coordinate across multiple stakeholders, ensure alignment, and keep execution on track while supporting our IAM strategy.
Key Responsibilities
  • Support the design and rollout of our Identity Governance & Administration (IGA) solution (e.g., Okta Identity Governance), including onboarding business applications, launching access certification campaigns, and enabling role-based access control (RBAC).
    Partner with security engineers to implement Privileged Access Management (PAM) solutions for credential vaulting, session management, and just-in-time (JIT) access.
  • Contribute to the IAM program strategy by analyzing processes, identifying security gaps, and recommending improvements.
  • Coordinate with Security and Audit teams to collect evidence, operationalize controls, and maintain compliance.
Program & Cross-Functional Delivery
  • Partner with Product, Engineering, Security, Infrastructure, GTM Tech, and other stakeholders to manage IAM-related initiatives end-to-end.
  • Structure and run programs-clarifying scope, defining timelines, and ensuring deliverables are executed on schedule.
  • Proactively identify blockers, introduce workflow efficiencies, and support teams in execution.
  • Maintain alignment across multiple teams with clear goals, progress tracking, and risk mitigation.
  • Provide consistent, accurate updates and communicate clearly with technical and non-technical audiences.
Required Skills & Experience
  • 7+ years of technical program management experience, ideally in a SaaS or cloud environment.
  • Experience supporting IAM initiatives, with familiarity in IGA and/or PAM domains (Okta experience a plus).
  • Strong program management skills: driving cross-team execution, managing dependencies, and mitigating risks.
  • Excellent communication and stakeholder management skills, with the ability to engage both technical contributors and executives.
    Highly organized, detail-oriented, and comfortable working in a fast-paced, matrixed environment.
    Experience with Agile or other program management methodologies.

The annual base salary range for this position for candidates located in the San Francisco Bay area is between:
$158,000-$238,000 USD
Below is the annual base salary range for candidates located in California, Colorado, New York and Washington. Your actual base salary will depend on factors such as your skills, qualifications, experience, and work location. In addition, Okta offers equity (where applicable), bonus, and benefits, including health, dental and vision insurance, 401(k), flexible spending account, and paid leave (including PTO and parental leave) in accordance with our applicable plans and policies. The annual base salary range for this position for candidates located in California (excluding San Francisco Bay Area), Colorado, New York, and Washington is between:
$142,000-$212,000 USD
