GENERAL DESCRIPTION: The Compliance Monitor collaborates to ensure compliance with operational procedures, processes, and policies related to the Head Start Performance Standards and Other Regulations including all federal, state, and local regulations. The Monitor conducts on-site compliance monitoring to analyze the effectiveness of compliance programming for the Grantee, classrooms and recommends necessary revisions or implementation of processes, reports, and/or plans of action. This position plays a key role on the interdisciplinary team providing Early Learning programming and services that are responsive to the diversity of the populations we serve. Experience in monitoring and data collection/analysis are required.

TASKS AND ESSENTIAL JOB RESPONSIBILITIES:

  1. Experience and excellent knowledge of the federal Head Start Program, policies, procedures and rules and regulations related to head start including Performance Standards.
  2. Conducts assigned on-site and off-site monitoring reviews as required to support program compliance in accordance within BGCPR and OHS timeframes.
  3. Utilizes the tools and processes required, as well as analysis, to report on the evidence and data collected from the current monitoring process.
  4. Collecting data, analyzing data and using the information to produce a monitoring report that it clear, concise and supports performance summaries and/or finding.
  5. Assists with the development of methods, procedures and reports to measure quality and compliance from monitoring review activities.
  6. Collaborates in the managing systems for data collection, reporting, and data base administration of the ChildPlus and Teaching Strategies Gold data bases to ensure timely and accurate reporting of data to meet Federal and State requirements.
  7. Provides data to Management team for reporting to the Board of Directors and the Policy Council.
  8. Collaborates in the annual Self-Assessment by collecting data from all content areas and from parents of enrolled children, compiling information into a comprehensive report, identifying strengths and concerns. Collaborates with the Directors team to create program improvement plans where necessary.
  9. Audits data related to the Program Information Report to ensure a successful completion of the Program Information Report.
  10. Develops clearly written and in depth narratives describing the concerns and issues as prescribed by the current monitoring process and review activities.
  11. Provides consistency in level of analysis regarding compliance issues as a result of on-site reviews, evidence and data collection, and reporting.
  12. Must have good organizational skills and proven ability to work within timelines to meet demands.
  13. Ensure timely and accurate reports are submitted for the Compliance, Monitoring and Analysis Director.
  14. Maintains knowledge and familiarity with state early care and education (ECE) policy, such as, state licensing, quality rating systems, early learning standards, and workforce development (i.e., state professional development registries).
  15. Keeps current of any changes affecting federal rules, regulations and guidelines regarding the Head Start/Early Head Start program
  16. Notifies supervisor of any safety issues or concerns in the monitoring process.
  17. Represents the team and/or department at meetings, events, and training as required.
  18. Performs any and all other duties as assigned.

EXPERIENCE, EDUCATION, SKILLS & KNOWLEDGE REQUIRED:

  • Bachelor’s degree in Business Management, Social ScienceS, Health, Education, Statics Data Science/Analytics or a related field.
  • Experience in monitoring, mentoring, coaching, data integration/analysis, and community outreach.
  • Minimum of two (2) years of related work experience in Head Start Programs.
  • Physical exam and background checks including finger prints and drug test are required for this position.
  • Travel required locally or long-distance up to 25% of the time for work-related meetings and functions.
  • Must have a valid driver’s license and reliable transportation.
  • Ability to interact effectively with people from diverse backgrounds.
  • Ability to communicate effectively, verbally and in writing.
  • Demonstrated computer literacy skills, using MS Office applications and other basic data systems including internet navigation.
  • Must be honest, dependable and able to meet deadlines.
  • Self-motivated and able to work independently.

PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:

  • Ability to sit most of the time with some bending and reaching.
  • Ability to stand, walk, and bend periodically.

  • Ability to engage in repetitive movement of wrists, hands, and fingers – typing and/or writing.

  • Ability to work frequently at close visual range (i.e. preparing and analyzing data and figures, accounting, transcription, computer terminal, extensive reading).
  • Ability to receive and respond to oral communication.
  • Ability to exert up to 25 pounds of force to lift, carry, push, pull, or otherwise move objects.
  • Work is generally performed in field and office environment.
  • Noise level in the work environment is moderate to occasionally loud (examples: business office with computers and printers, light to moderate traffic, human voices).
  • Standard office equipment generally used includes:

  1. Telephone
  2. Personal Computer (monitor, keyboard, and mouse) or Tablet
  3. Printer/Photocopy Machine
  4. Calculator

  • Required to operate a motor vehicle during the course of duties.
